Engagement of External Expert for the Position of Expert in Agrifood Sector Digital Skills Measurement Methodologies

  1. Background

For the needs of the project “SMARTLABOUR – Strengthening the Alliance for Policy Development and Testing in the Field of Innovation, Digitalization, and the Labor Market in the Western Balkans,” IMPETUS is seeking to engage a qualified consultant to provide specific expertise in digital skills measurement methodologies within the agrifood sector and the Smart Specialization Strategy (S3).

The expert must have strong knowledge and proven record on national and regional state of play in the agri-food sector in the Western Balkans.

  1. Scope of Work

The engaged expert will be responsible for delivering the following tasks:

  • Participation in expert meetings with regional partners for the preparation of a research methodology.
  • Support in the organization, attendance, presentation and facilitation of a two-day workshop with relevant stakeholders
  • Conducting research related to national mapping – identifying key stakeholders involved in the implementation of the Smart Specialization Strategy in the agrifood sector.
  • Design and prepare National and Regional Report on education and training capacities in Macedonian agri-food sector, using the S3 Strategy approach.
  • Providing ongoing communication and coordination with IMPETUS regarding all project activities.
  1. Eligibility and Qualifications

The selected expert must meet the following criteria:

  • Relevant expertise – Demonstrated knowledge, background, and professional qualifications related to the agrifood sector and digital skills measurement.
  • Proven experience – A track record of experience in conducting digital skills measurement and assessment in the agrifood sector.
  • Methodological expertise – Demonstrated ability to develop and apply digital skills measurement methodologies in similar contexts.
  • Expertise in Smart Specialization Strategy (S3) – Proven knowledge and understanding of the S3 framework and its application in the agrifood sector.

The selection will be conducted based on the following evaluation criteria:

  1. Contract Terms

The contract will be signed for a period of one year, with the possibility of extension depending on project needs and performance evaluation.
