Strengthening Judicial Transparency and the Rule of Law

As part of its Good Governance Programme, IMPETUS cooperates with the Basic Criminal Court Skopje in developing and publishing educational content and informative e-newsletters on judicial practice, organised crime, corruption, and contemporary criminal law.

This initiative is implemented under a Memorandum of Cooperation between the Basic Criminal Court Skopje and IMPETUS – Centre for Internet, Development and Good Governance. Its primary objective is to make judicial practice more understandable and accessible to citizens, strengthen legal awareness, and improve public understanding of how courts apply the law in practice.

By presenting complex court decisions in a clear and accessible format, the initiative helps citizens better understand their rights and obligations, promotes legal literacy, strengthens confidence in the justice system, and contributes to greater judicial transparency and accountability. At the same time, it supports a more informed public debate on the rule of law and reinforces cooperation between judicial institutions and civil society in line with European values of transparency, good governance, and access to justice.

The e-newsletters present selected judgments, key legal principles, comparative statistics, and explanations of their relevance to citizens, legal professionals, academia, and other justice-sector stakeholders. Complex legal matters are communicated in a clear and accessible format, while preserving legal accuracy and the independence of judicial decision-making.

The cooperation reflects European principles and priorities related to:

  • the rule of law and access to justice;
  • transparent and accountable institutions;
  • public legal education;
  • cooperation between public institutions and civil society;
  • increased public understanding of judicial practice;
  • trust in the justice system.

Through this partnership, the Court provides authoritative institutional and judicial expertise, while IMPETUS contributes with analytical, communication, technical and public-engagement support. This cross-sector approach creates a sustainable mechanism for making judicial practice more accessible to the public and supports the development of future national and European initiatives in the fields of justice, good governance, institutional capacity building, and civic participation.
